吴刚见此，自然是喜由心生，不过碍于神情事故，不便表露。而玉帝得知此消息，当下拍手叫好，心里暗想：“1、你八戒有马吗？我家养的借你骑；2、 你有房吗？我的政绩分给你的；3、 你有钱吗？工资我来发，你医保社保和住房公积金都是我来交！4、你当官这么多年，从没交过个税，一大堆把柄，你拿什么和我斗？”所以顺道以扰乱天庭秩序为由，将八戒扁为猪头模样，下放人间。于是，就有了后来的《嘻游记》。

八戒虽被下放，却一心未忘嫦娥，时刻想回天庭，于是假借护送唐僧西天取经，实则想暗中借助唐僧之名望实力，以立功为由封玉帝的金口，重返天庭，伺机行动，再以嫦娥与玉帝有不牵之情向王母暗中告状，欲嫁祸玉帝，用王母群臣压力逼其放弃嫦娥。而王母一方面利用八戒这条暗线牵制玉帝，一方面又觉察八戒乃不可靠之人，而又对嫦娥妒忌在心，最终连二郎神和《宝莲灯》那娃的母亲也被牵扯进来，更因为孙空悟的介入，事情越发复杂，最后竟然惊动了西天老佛爷。于是，此中荡气回肠，曲折情节，溢于言表，于是又可称为天宫版的《有间道》或者《天宫心计》！
